Simple mobile app development - oDesk

I'm looking to hire a developer to produce a very simple mobile app. It would be similar (but less complex) to these:

My app will essentially be a tool for people to be able to report back to a central agency when they see something.



Main features would be:

1) has a geo-locating feature to show position on a map.

2) ability to send a photo (choose existing or take new photo) of the location.

3) a main drop down menu for the people to be able to choose an option from a list and then a second drop down with sub categories (like choosing car brand and then the models that brand produces, underneath that)

4) a short description box

5) when they click "submit" the location, photo, selected option and short description will be sent automatically to the central agency and then stored in the users' "log" so they can view it later.



Also, on the first time the user logs in they would enter their name, and phone number and it would be stored so they don't need to enter it every time.



There would be four icons along the bottom and therefore four screens:



1) Report (where they make a report)

2) Log (where they see their previous reports)

3) Account (to change name and phone, add email and address)

4) Help (a page of details)



I can supply artwork and interface design so all the developer would need to do is put it all together.



Considering how easy this project is I don't expect to pay much. If you're interested in this job please apply. But please remember that I will be selecting a developer who has done apps like this before with proven results. So, if you're a newbie please don't waste our time and yours.
