Online Vote Bot by hmnknvs

I need a simple vote bot for an online contest. Must create over 40,000 votes within 2 weeks. all I know is that there is one vote per ip address allowed. When I reload my IP it lets me vote again. (Budget: $30-$250 USD, Jobs: Anything Goes, PHP, Software Architecture)
