A good web developer - oDesk

I need a good developer who can do a hand coded website. I have an unfinished website that of the contractor didn't do. He said he can do it but it is already months and until now it is not finish. It is a bidding website. I don't like any upfront payment as I have bad experience with that already. I will provide the files if you are chosen for an interview. Lowest bidder in the actual project will be consider. Thank you
