Area Code, Time Zone and Country Code Lookup - oDesk

We need a small webapp that will take phone numbers as input and spit out the geographic location, time zone and time adjustment from EST. Must utilize "continuous lookup" so that a list of results beginning with the inputted digits begins to populate as the digits are typed in, similar to http://www.bustaname.com/. Time offset must be displayed relative to EST, in i.e., +5 Hours or -3 Hours format. App must look professional and using modern design practices. Looking for quick turnaround, as this should not be a complex project.
